If your book says 'cylinders' as one number, a van that left with 50 filled and returned with 38 empties has no story. Treat filled and empty as separate stock so the gap is a customer list, not a mystery.
The deposit sits on the customer, not in a tin
When a shop in Saddar or a house in Johar Town takes a cylinder without returning one, the deposit is your insurance. It only pays out if you can show how many cylinders they hold and what they paid against them.
Age the outstanding, then visit
Cylinders that have been out 60 days are a different problem from yesterday's exchange. Sort by age, visit the top holders, and do not wait for the annual plant count.

Operationally this is the water empties problem with heavier assets and a refill plant. Software that already posts full-out, empty-in for bottles will post cylinders the same way, with sizes as separate items.
